When no top panel is used, minimize-maximize-menu-close buttons do not occupy
edge pixels (of the top edge as well as of left/right edge). This prevents a
user from pressing them easily. Don't know whether this is a bug in the engine
or in the theme.

I had a go at trying to fix this, but it's difficult. It should really be fixed in metacity so that it is independant of the theme.
