[Patch] Use po/LINGUAS - based on the NEW guidelines

This patch is based on the NEW guidelines (http://live.gnome.org/GnomeGoals/PoLinguas). It's a diff against current CVS HEAD.

Well, you only need it when building from CVS, not tarball releases. If you're building from CVS you could just install a newer intltool yourself.

You come across as a bit annoyed in your last comment, that was certainly not my intention. In case it wasn't clear: My point was that if you are building gossip from CVS, you already need a lot more set up than if you are just building tarballs, so installing intltool should be marginally more work (get a tarball from ftp.gnome.org, ./configure; make install, or get if from gnome cvs). Alternatively, just get tarball releases of gossip instead, we are making releases fairly often now. Martyn is talking about making one tomorrow in fact.
No worries, I wasn't annoyed. The reason I even mentioned this was that most distros don't ship intltool-0.35.0 yet (I'm only aware of Ubutuntu & Gentoo using it so far), but do meet the other requirements to build Gossip. To upgrade my version of intltool, would be more work than it is worth, since I would need to update the current rpm (which could affect the 60+ packages that depend on it on my system). I'll just look at running Gossip CVS later this year, when Rawhide has stabilized enough for me to run it.
