Icons/applets' positions easily scrambled

Please describe the problem: Several actions can cause the icons and applets on the panel, or the panel itself, to lose their position and appear in the wrong place, so I have to right click and move each icon back to where I want it. These actions include changing screen resolution and toggling "Expand" in the panel preferences. Vertical panels are drawn in the middle of the screen on increasing screen resolution (apparently at the same pixel position they would have been under lower resolution)--maybe this is a different bug. Steps to reproduce: 1. Increase or decrease screen resolution, move the panel, or otherwise change the panel's position. 2. Change resolution/panel position back to original setting. 3. Elements on the panel appear in the wrong places and need to be repositioned individually. Actual results: Icons and applets get pushed over or scrambled. Expected results: I would expect the positions to be remembered and to show up in the same place. Does this happen every time? Yes Other information:
