Please describe the problem:
The feature to change the start of the week start is not working or is
unavailable.  It defaults to start on Monday.  I live in the US and our calendar
starts on Sunday.  Even in Evolution I have my week set to start on Sunday.

Steps to reproduce:
1. Click On Calendar
2. Week Day Start is Monday
3. 


Actual results:
Day defaults to sunday

Expected results:
For The Day to start on Sunday or have a per locale setting to specify which day
of the week the week begins on
