Please describe the problem:
When you select a window, and the window has a dialog that is supposed to be on
top, the parent window gets the focus. 

Steps to reproduce:
1. Open two terminal windows. Open a dialog in the first one, say with "Edit
current profile".
2. Alt-Tab to the second window.
3. Alt-Tab back to the first.


Actual results:
The terminal window gets focus.

Expected results:
The Edit Profile dialog should get focus.

Does this happen every time?
Yes.

We already do that for modal dialogs; for non-modal dialogs, there has to be a way for the users to keynav to the parent window and focus it despite there being a dialog.  Anyway, I suspect the real problem is not being able to keynav to the dialog; that's bug 94682.
