adding gimp's navigation control button go eog

Gimp's image window has a small button on lower right part of the window that makes panning around on big windows extremely easy. The same “navigation control” button as Gimp's help file calls it, would make a nice unobtrusive feature to Eog. Current way of panning around in Eog gets quickly repetitive and annoying, when one is looking at digitally shot ~3000x4000 resolution or even bigger photos at 1:1 size.

you might have already noticed that, but just a sidenote anyway: i noticed today that gthumb has incorporated the same feature in 2.9.3. version. it might have happened earlier, though.
I am confirming this so you know you're not overlooked. This is definitely a want-to-have from my side.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
