Please describe the problem:
If I export a figure to png, and use the file extension to specify the export
type, I am not offered the option of the figure size to export to (X and Y
pixels).  Dia uses some default settings.

If I choose explicitly the export type, I am offered the option of setting the
figure size.

This is expected behaviour. There usually is more than one PNG 
export filter. But only one of them has the 'export options'
dialog. If you want to control the output size of the other
exporters you need to tweak the diagram scale.

I would like to make the options available on the command line.  But that would take enough infrastructure that we may as well make a general export options system, as many other exports could use options, too.
