Please describe the problem:
Scalable launcher icons in the panel and in drawers don't scale beyond 48px
On big screens and with bad eyes this is an unneccessary loss of usability.
Some special icons lile "home" or "trash" do scale properly though. 
Launcher scaling worked nicely in v2.10

PS: Why is the drawer size limited to 120px in the first place? 120px is not 
that large on an 1600x1200 screen.

Steps to reproduce:
1. create a drawer
2. add a launcher to the drawer
3. choose an SVG icon for the launcher
4. resize the drawer to 120px


Actual results:
The launcher icons resizes to 48px

Expected results:
The launcher icon resizes to the size of the drawer

Does this happen every time?
yes

Other information:
The maximum launcher size was seemingly introduced deliberately to cure with an 
issue with vertical panels:
