When Evolution is in Online mode, and switched to offline mode,
folder permissions menu doesn't disappear and also allows to set
permissions (which requires server interaction) without any error
message. 

When started in offline mode and switched to online mode, 
permissions menu will be missing. in this case folder hierarchy in
the folder properties dialog is also not shown.

Working fine in Evolution 2.6.1
