When creating a new Category, Evo can not search for it,
until you restart Evo.

Steps to reproduce
* Edit any Contact, click the "Categories" button.
* In the Categories dislog, click "New".
* Add a new Category.
* Assign this new Category to the Contact, sae the Contact.
* Try searching for it...

Using the Quick Search bar, selecting "Categoy is" does not list the just created new Category in the Categories drop down.

Clearly, this should be available...

this is a 99% duplicate of bug 316390, i'd say

You are right, this is a duplicate. IMHO there is nothin in here that is not mentioned in bug 316390, which even covers removing Categories. Same issue.
