Drag and drop for files you can't move

Using 2.13.91. When I drag a file I can't move (no write access in the directory), I get an error when I drop it since the default action is to move it. The default action in this case should be to copy it (since it can't be moved).
I'm not sure whether not informing the user and silently moving is the right thing here. We probably do want a dialog, but with a "Cancel" and a "Copy" button, offering the user to copy as a fallback.

I don't know if it's "silently copying" since it will involve changing the default cursor too :-)
I disagree that this is discoverable enough. It may be overseen by visually impaired people or by not realizing how the additional drag icons look. Maybe some people from the usability team have an idea what we should do?
