Please describe the problem:
I want to move the window up so I could see only the bottom part of it. But I 
can't. When moving it with alt+mouse I can't move the window higher than the 
panel.


Steps to reproduce:
1. Open a window in GNOME.
2. Unmaximize it
3. Hold Alt, click into window and move it
4. You can't move it upper than the top panel in GNOME is.



Actual results:




Expected results:
I want to move the window up so I could see only the bottom part of it. But I 
can't. In KDE, fluxbox... it works normally.



Does this happen every time?
