Toggling the 'locked_down' gconf key leaves ugly menu separaters in the applet menu

Please describe the problem: When you toggle the /apps/panel/global/locked_down key, you see ugly separators in the applet context menu items. Steps to reproduce: 1. gconftool-2 --set --type=bool /apps/panel/global/locked_down "true" 2. Right click on an applet 3. See ugly separators where menu items used to be sandwiched between. Dude, they're not ugly. They're... visually unattractive :-)
Fixed in HEAD. There's some bonobo voodoo magic because I don't know why both separators are hidden (what I changed should only make one of them to be hidden), but let's be glad that the voodoo works :-)
