1. Start The GIMP
2. Click File
3. Click New
4. Click OK

-> Application crashes

Tested under conditions:
- Windows XP Professional SP2
- GTK+ 2.6.9 Runtime Environment
- Tested on both Administrator and Limited account.
- Deleted .gimp directory in order to make sure that the configuration was clean.

Yes, this was the problem.  Which is quite odd, because I'm sure that I installed GAIM *without* GTK.  Anyway:

Workaround is:
- Uninstall current GTK
- Delete \Program Files\Common Files\GTK 
- Install GTK 2.6.9
- GIMP works again
