Please describe the problem:
when using gnu emacs21 under gnome 2.10, I can not active the input
method, neither scim nor fcitx (my native language is Chinese). It is
said to be a common phenomenon in many machines. It works well with
other wm/desktop environment and quite well in gnome when I change the
locale set to zh_CN.GBK other than zh_CN.UTF-8 (my default). It is also
said to have sth related the gnome-settings-daemon, which i am not sure
about.


Steps to reproduce:
1. set LANG or LC_CTYPE to zh_CN.UTF-8
2. start emacs21 under gnome
3. 


Actual results:
can not active any Chinese input method such as scim/fcitx.

Expected results:
switch between English and Chinese input method.

Does this happen every time?

This is not a gnome-session bug, but I don't know
where to re-file it.  If it is really related to
gnome-settings-daemon then I suppose control-center.
