Distribution/Version: 5.1 Tru64 UNIX 5.1 doesn't like the '#' separator in "s#-I$dir ##" to GIVEN_CFLAGS doesn't get set correctly. Solution is to replace with '!'.

does this break something on other platforms ? Why hasn't it been commited yet ?
