when double clicking on an image in nautilus 2.13.2, eog 2.13.2 will open in a
window much too small for the picture.  I resize the window so that the image
fills most of the window with the image collection side bar along the bottom. 
However, upon closing the window, eog forgets how I have arranged the window so
when I reopen the image, it reverts back to the original small window.

This sounds a lot like bug 315413.
Marking this a duplicate.
You should probably file a bug about eog opening images in a "wrong" size (if
there isn't already one about that).
