Please describe the problem:
** dia.exe:4290986359 Warning **: could not create per-user Dia config directory
I/O warning : failed to load external entitiy "NULL"

Do not see this in the bug directory. Command window opens in Windows 98.
Program functions, but would like to get rid of the warning.

Steps to reproduce:
1. Open the program "Dia"
2.
