If Epiphany is running on one screen of a dual-head (non-Xinerama) setup, it
can't show windows on the other screen.

The two heads have two different $DISPLAY variables - one is :0.0 and the other
is :0.1.

Thanks for the bug report!

Because gecko is not multi-head safe, Epiphany cannot implement it at all, for now.
Either dup of bug 112779 or bug 114219...
