"When printing both ps and pdf files, I select "2 pages to 1" from
Print->Paper->Layout.
The expected behavior is that 2 pages will be printed one one page as if "nup
-2" had
been used. However, pages are still printed 1 page per sheet. I am not referring to
double-sided printing. I want two pages to appear half-sized on one side of a
sheet of
paper."

I can confirm this behaviour for version 0.5.2 (Gnome 2.14), too.
