Currently, when inserting a CD-RW/DVD-RW blank disc, n-c-b treats it as a
CD-R/DVD-R, burning files on an ISO filesystem.  When reinserting the disc after
burning it, it is mounted r/o as an ISO.

When rewritable media is inserted, a dialog should pop up offering to create
either a UDF or an ISO filesystem.  The differences in capabilities and
compatibility should be stated simply.  Choosing ISO would bring up the CD/DVD
Creator window, while UDF would bring up a progress dialog showing the
formatting/creation of the filesystem, followed by a normal nautilus window. 
Reinserting the UDF disc would mount it r/w as UDF.

The user should not have to understand what ISO or UDF mean.  Also see bug
309204 comment #5 for why we'll continue to use ISO.
