"Gnome Keyboard Indicator 2.11.93 does not change layouts when clicking on the
panel applet. It worked before upgrading Hoary to Breezy.

I have the same issue, changing keyboard layout is not possible with the panel
applet and also not possible with the keyboard preferences.

The only way to change keyboard preferences is setxkbmap.

Ubuntu Breezy 5.10 with Gnome 2.12 (updated today).

OK, if you run gnome-keyboard-applet from console with XKL_DEBUG=500 - what do
you see when you click the mouse?

Here's the debug output:

If I check the groups (context menue - groups) I see 2 groups/layouts (DE and US)

Yess. Exactly the situation we encountered yesterday with Sebastien. Looks like
broken xorg or libxklavier. We need to investigate it more...
