Wonder how this one's gone unnoticed for so long.

If a window is minimised and the gnome-panel window menu is used for that window
to try and maximise or roll-up the window, the attempt is ignored. Only
restoring the window has any effect.

One would expect the window to go maximised or restore itself in the rolled-up
configuration.

I note that sawfish handles this just fine, so it's not a gnome-panel problem.

Problem was observed on both gnome 2.4 and 2.10 systems (what we had available).

It hasn't gone unnoticed, just unfixed...  ;-)

But yeah, we need to clean this up.
