Please describe the problem:
Dragging over the application/places/system menu without releasing the mouse can
catch a menu item.

If a menu item is caught, then DND is attempted with that particular entry.
However, this is usually not what is wanted. Worse, once DND is started, you
can't select a menu item without clicking somewhere that won't accept DND and
starting the process over.

The "standard" click and dragging over a menu works in all other GTK menus, so
it's annoying the same muscle memory can't be used here.

Steps to reproduce:
1. Click and hold on "Applications".
2. Drag to a menu item.

Does this happen every time?
No, this doesn't happen every time. If I could replicate it, I would change my
muscle memory around it.
