1) Press Alt+F8
2) Press the Up key
3) Go to step 2

Once the titlebar hits the top panel (or top of the screen if you have no top
panel), the window continues growing by moving the bottom edge downward.  I also
discovered this while trying to stress test bug 310888, but thought it probably
would have already been filed.  I just looked for it now and couldn't find it. 
So, Yet Another Constraints Bug(TM).  :-(
