Please describe the problem:
tooltips for the menu entries (the apps/places/system menus) remain on screen if
the cursor is in drag and drop mode and a tooltip comes up.
the tooltip will remain until a menu entry is hovered by the mouse pointer 
again.

Steps to reproduce:
1. left-click and hold an entry (not a menu expander) of the apps/places/system 
menus. (d&d mode)
2. move pointer _slowly_ horizontally across the entry. a tooltip should come 
up.
3. drop to the desktop. the tooltip will remain.


Actual results:
the tooltip will remain until a menu entry is hovered by the mouse pointer 
again.

Expected results:
either the tooltip should not come up in d&d mode
 or
the tooltip must vanish as soon as mouse pointer in d&d mode does not hover the 
entry any more

Does this happen every time?

Other information:
gnome-panel 2.10.2 and 2.10.1 are affected at least.
will check cvs soon.

I'm reopening for now, since we had a workaround in the panel and it seems it
does not work anymore.
