we need a stock item for GTK_STOCK_REPORT_BUG (or similar)

More and more applications are starting to include inconsistent menu items for
this purpose, usually linked to Bug Buddy or Bugzilla.  I'd prefer not to see
any bugs of course and I'm not convinced this kind of thing looks good in a
release build but it is useful in testing builds.  
I cannot fight it anymore so the best I can do is make sure developers who are
going to do it, at least do so in a consistent manner.  

Kde uses the lable "Report Bug..." and I dont see any reason why we wouldn't use
the same label.

Not sure if I should mark bug 310619 as depending on this but it is yet another
example of people wanting a stock Bug report menu item.  (Other examples include
Gnumeric and the gnome build of Abiword but there are many more.) 

(And again I reiterate my concern that quantity is not the same as quality and
poorly described feedback on old bugs are rarely helpful so I would actively
discourage putting such a "Report Bug" menu item into anything but testing
builds or unstable releases.  if people are going to implement it anyway it is
better that we have a stock item for it.)
