It would be sweet if xchat-gnome poked network manager via dbus for network
status and cleanly disconnected/reconnected when my ethernet/wireless did the same.

For reference, I think this:

is the code that does the same for epiphany.

Added the "Network Monitor" plugin to SVN.  It's probably buggy and maybe a
little leaky if your network connection is being really flaky, but it works
quite well for my basic tests (starting and stopping eth0 inside a breezy VM). 
Give it a try and let me know :)
