Shortcut for window menu

It would be good having a shortcut for activating the window menu. Keyboard intensive users get upset needing to take their hands out of the keyboard to access the menu and usually switch workspaces with shortcuts looking for some specific window.
Doesn't task switching with Alt+Tab accomplish the same thing?
No, it doesn't. Alt-Tab gives you a popup window with icons of windows **in the current workspace** only. Besides, only the title of the window that would gain focus is shown. The window menu shows a windows opened in all workspaces along with their titles.
This would be a great feature. Alt-Tab is a completely different than the Window Selector menu as stated above. By adding a keyboard shortcut for the menu would make it comparable to the OS/2 Ctrl+Esc window list: it lets you view all the window titles, select the one you want intuitively with cursor keys without having to hold anything down. If you hit cursor up too many times you can easily hit cursor down and then Enter to select the window you want.
