expose cursor theme settings as xsettings

Please describe the problem: GTK+ 2.8 will pick these up, allowing the cursor theme to be changed without re-login. GTK+ 2.6 will just ignore these, so it is harmless to apply this patch now. When GTK+ 2.8 becomes available, we should adjust the then misleading descriptions of the gconf cursor theme settings, which are stored in the scheme which is shipped in libgnome (!, why) Steps to reproduce: Actual results: Expected results: Does this happen every time?
