In GNOME 2.10, the gnome-panel has changed behaviour in this regard: It only
shows applications on the current monitor.
In some cases this can be cumbersome. Let me take some examples:

Often I am viewing a movie on monitor A, and want to focus something underneath
the mplayer display. I used to be able to click the Window List in the monitor B
panel to bring it up.
Another example: I have an ICQ application on monitor B, which I blank out when
watching movies. Without having to turn the right monitor on, I used to be able
check if I have any messages by bringing up the monitor A panel.

This never was the case with ANY 2.8 version, so I don't see how it can be a dupe.

I'm not sure why you're saying something about 2.8. The patch in bug 154040 was
applied for GNOME 2.10. You might want to read the comments in the bug to see
why this change has happened.
