1. Click "New" to create a new mail
2. Maximise the window with the window manager button
3. Close the window
4. Click "New" to create a new mail again
5. Window now is the same size as in 2. but isn't maximised.

I'm not so sure this is an evolution specific bug, I was under the impression
this was a metacity bug since this happens with all my apps
