Using GIMP "french version" my administation nam is "Joël" (with ë an e 
accentuated) in this case it is note possible to use, write C:\Documents and 
Settings\Joël\.gimp-2.2\themes or other repertories
note possible for exemple to write label of the open files...
I install GIMP with a new admin name (using the same PC) without accentuation 
while gimp is OK
