I'm not sure if this bug belongs against cairo, pango, control-center,
gnome-settings-daemon, or what, but when using the cairo backend for pango in
CVS HEAD, the DPI settings are ignored.

I've been working on this bug more or less non-stop for the last two weeks...

Once I get commit approval for some Cairo changes, I should be able to go
ahead and commit what I have and close this.
