Cannot enter character w/ AltGr key on OS X 10.4 w/ German keyboard

Distribution/Version: 10.4 Using a German keyboard on a OS X 10.4 system, Apple's X11 server, & gtk 2.6.7, I can't enter {, }, or any other character requiring the AltGr key to the right of the spacebar. These keys do work in the Apple supplied xterm and xev applications. This is undoubtedly 10.4 specific issue, these keys do work with 10.3. I have a report of someone with an Italian keyboard with the same issue, so it might be any non-US keyboard. [Note: I don't know German but do have access to a German keyboard]
The issue is that Mode_Switch is mapped to mod1 and this is ignored per the comment on line 374 of gdkkeys-x11.c if the XKEYBOARD extension is disabled, which is the default. Enabling the XKEYBOARD extension fixes the issue, at least in gtk-demo. Unfortunately, there's no easy way that I can see of enabling the XKEYBOARD extension through the X11 app. A workaround is probably to map the Apple option key to mod2 or mod3 like it was in 10.3's X11.
