Please describe the problem:
Upon placing a tool bar, with any number of buttons, no placeholders appear for
those buttons

Steps to reproduce:
1.Create a new window
2.???
3.Place a tool bar in that window (Profit)


Actual results:
A "tool" bar appears, but without any buttons, or placeholders for button widgets.

Expected results:
Placeholders for button widgets would appear

Does this happen every time?
