Steps to reproduce the problem:
1. Start evolution.
2. Choose one mail which is long enough to enable scrollbar and press F7 to
enable the caret mode.
3. Press Up or Down in the message body of the mail.

Actual Results:
While the caret is in the middle of the message body, the gtkhtml widget
scrolls with the movement of the caret.

Expected Results:
The gtkhtml widget should not scrolls with the movement of the caret.

Mozilla and gedit are a case in point. We can see the widget never scroll
with the movement of the caret unless the caret gets near the bottom or the
top.
