Description of Problem:

There is no way to reorder mail accounts in the Evolution Settings > Mail
Accounts.

Since the order in which there accounts appears affects the order in which
they appear in the composer window (which is good) there needs to be some
method of reordering the accounts so that the user can sort them in a way
that makes sense for them (for eg., the most used accounts can appear near
the top of the list, the accounts can be listed alphabetically).

While a similar method to that used by the filters could be employed here
(and probably should) it would also be nice if accounts could be moved
using drag and drop.

in order to destroy the UI component (as discussed with jpr, dobey, and nags),
changing component and reassigning. adding usability keyword.
developers, please reassign appropriately if necessary.
