Certificate Viewer window can't get top layer when checking signatures

This bug has been reported here: https://bugzilla.ubuntu.com/1598 "1. Start Evolution 2. Find a mail signed with a _valid_ digital signature. 3. Scroll to the end of the mail, locate the green box that says "valid signature" and click on the icon. 4. When the "Security Information" window pops up, click "View Certificate" A vindow called "Certificate Viewer" opens. It should open in the layer above the "Security Information" window. Instead it opens in the layer below. It is possible to focus on the "Certificate Viewer" window, but not to get it to the the top layer while the "Security Information" window remains."
Moving this to shell as it isn't a UI bug, but a modality bug in the code.
