Tab order in Address tab of contact editor city->address

Description of Problem: In the Mailing Address tab of the contact editor if I have the cursor in the City text field and press tab, the cursor moves to the Address: text field. Also pressing Tab when the cursor is in the Country: text field moves the cursor the City: text field of the next mailing address. I would expect that the cursor would move to the Address: field.
