Description of Problem:
There are a few requests for dragging an element from one component (i.e. a
mail) and create an element in a different component (i.e. a task or
appointment).

Assigning to UI first since the complete behavior has to be defined.

This also applies to D&D between Evolution and other apps.

adding further dependencies; bug 250851 could also be a gnome bounty 
hunt issue (don't remember and gnome.org is down).

as discussed with nags, changing component to "Misc" to get rid of the UI 
component, also reassign to Misc-assignee. adding UI keyword.
