Insert: Rule dialog - To open, choose File > New > Mail Message, then 
choose Insert > Rule.

1. Should the Thickness spin box also have a units drop-down list?

This bug blocks bug 246224.

Thickness of the rule is measured in pixels more appropriately than %. This is
because a user would never really want to have the rule thickness set to more
than ~1% of the page. So, I am inclined to closing this as not a bug.

I do agree with comment #2. Relative values for the thickness of a horizontal rule does not make sense.
