Description of Problem:

Filtering works seldomly with automated mail retrieval.

If 'Apply Filters' is manually invoked, filters work properly.

I have "Apply filters to new messages in INBOX on this server" checked.
Changed the Folder Settings for Mail: to "Inbox on IMAP account".
Changed the mail check to every 2 minutes, thinking it may be timing delays
causing the filters not to apply.  I noticed delays when I click on a
folder to retrieve headers.

your IMAP server is probably not marking new messages as \Recent which
it is supposed to do (that's the flag we use to determine if we should
filter the messages).

or perhaps you have another imap client conneting and seeing the new
messages first, in which case the IMAP server will remove the \Recent
flags from the new messages after that other client (or mail-check
applet) sees them.
