Settings window don't fit in 640x480

When I select Tools -> Preferences, the resulting window comes up too large (in the vertical dimension) for my screen, which is 640x480. The dialog already has a built-in vertical scroll bar, so there's really no need for it to come up that big.
*sigh* this has nothing at all to do with the mailer.
It's 500+ pixels vertical. Is there any standard on dialog size?
Retitling, adding version info.
It can't even really fit in 800x600
as jp said, the same with 800x600 at bug 267787. :-)

changing target milestone to future, this is not trivial and perhaps also a wontfix. the have to try 800x600 first.
