Description of Problem:
The Day View widget thinks that February 1st, 2000 is a Wednesday.  It is a
Tuesday, in fact.  All dates of the year 2000 after that date seem to be
reported incorrectly. 

Steps to reproduce the problem:
1. Go to the day view.
2. Go to February 2000.
3. Click on February 1st in the date navigator, which correctly indicates
that the date is a Tuesday.
4. Watch the day view widget to the left of the date navigator.  It thinks
that Feb/01/2000 is a Wednesday.

Leap year problems... see also bug 223466.  Pretty embarrassing.

This was a day of the year bug for leap years.  It should only have
affected the display.  Its fixed now.
