scrollbar arrow widget should move the contact list based on width of columns

Description of Problem: If you have many contacts (couple hundred), and you adjust the column width to show two columns of contacts, it would be nice if when clicking the arrow on the scrollbar, the contact list scrolled based on the width of the column. Ie, you get the next two columns of contacts displayed on your screen, rather than a random scroll amount.
It is based on the width of the column. It's half of a column width. I'll experiment with making this a full column width.

i'm pissed by not getting answers. i applied the patch locally, surprise surprise, there is a small issue, who would have expected? when resizing the column width, the column seperator position does not get resynced to the left border of the pane. there you go. grumble... please commit. NOW.
