When replying to an encrypted message, especially if the original text is
included (see also bug 204021), the message should default to being sent
encrypted if possible.

One could make this argument for signed messages, but it seems less
critical.  It should be difficult to (or at least not automatic) reply to
an encrypted message without encrypting the response.

This is also a duplicate of 2572. That bug is really the best place to
have this discussion.
