Distribution/Version: XP sp 2

My Windows XP account contains accents it is "clément".
When I open any file I have the following error message : 

L'ouverture de « C:\Documents and
Settings\cl?ment\.thumbnails\normal\gimp-thumb-1072-8f33f482 (invalid
encoding) » en écriture a échoué : Invalid argument

It seems earlier version did not contain this BUG
