Load a .ico file that contains multiple 32 bit (8bit alpha channel) layers.
The top of the image will be missing. I tried several icons and they were all 
missing some pixels from the top.

Two more things. 
The icons I worked with were downloaded from http://www.deviantart.com.
I loaded a PNG file with alpha channel, saved it to a ICO file, and loaded it 
in another program. The icon was saved correctly. Then I tried loading it in 
GIMP and the top was missing. So it clearly is a problem with .ico loading.

Reporter for some reason decided a new bug would be much better for the
attachment than this one.

I'm sorry I created a new bug instead of posting the attachement here. This is 
the first time I use bugzilla and I couldn't find the old bug. I thought you 
might have deleted it. I apologise :(
