Description of Problem:

If Galeon is used with tabs, and a page in a non-displayed tab refreshes
(e.g, because of a <META HTTP-EQUIV="REFRESH" CONTENT="60"> tag)

And the user is entering information in a form, the input focus will
move away from the user at the time of the refresh.

Steps to reproduce the problem:
1.  Open a browser window to a site that refreshes often
2.  open a new tab in the same window to a site with a form
3.   try to type a long paragraph in the form while the other tab
refreshes

Actual Results:

the user will be unable to complete typing the paragraph.

Expected Results:

The user should be able to type until he is blue in the face,
irrespective of other tabs.

How often does this happen?

once per minute ;-)

More generally, if I open a tab in the background, I can continue working in the
current tab until that background tab loads, at which time the keyboard focus is
rudely snatched away. Type-ahead searches, etc, then start happening in the
non-displayed tab, which is very annoying.
